Fix our NHS and cut waiting lists

Reform UK says the NHS in Scotland will stay free at the point of need and funded by taxation, but needs major reform. Despite £20 billion of annual spending and rising budgets, outcomes are worsening, patients struggle to see GPs, hospitals are overcrowded, and delayed discharges are blocking the whole system. Reform UK would tackle bureaucracy, improve staff retention, fix delayed discharge, and create new care pathways. High tax rates on NHS staff would also be reduced so experienced doctors and nurses keep more of what they earn and are less likely to cut their hours.

Key Commitments

  • Under Reform UK, the NHS in Scotland will remain free at the point of need and will be fully funded by general taxation.
  • Reform would set up an independent Scottish Healthcare Reform Commission to review workforce planning, social care integration, prevention, community services, and new technology.
  • On social care, Reform UK says carers should not lose support through sharp cliff edges when earnings rise, and councils should have greater control with secure long term funding.
  • On welfare, it would tighten assessments, ensure work pays more than benefits, and redirect savings into back to work and apprenticeship programmes.

Cut our taxes and make work pay

Reform UK will cut income tax for hard-working Scots and make work pay

Key Commitments

  • We will scrap Scotland’s six income tax bands, mirror the rest of the UK’s three bands at 1p lower, and aim within five years to keep Scottish rates 3p below rUK.
  • We will also remove cliff edges that punish people for earning more, so that work always pays and people keep at least half of every extra pound earned where devolved powers allow.
  • Reform UK will also reform property and business taxation to support growth. We will phase out LBTT and reform business rates, reversing the 2026 rates revaluation.
  • Cancel the planned council tax increase
  • LBTT and business rates will be replaced with a single fairer Annual Property Tax, making it easier to move home, invest, and grow a business.
  • Local authorities will move towards raising more of their own revenue, keeping their own surpluses, and gaining a more secure long term funding base.
  • We will also review unfunded obligations imposed by Holyrood, so councils can focus again on essential local services and respond directly to the needs of residents.

Lower your energy bills

Reform UK will use Scotland’s natural energy strengths to deliver secure, affordable, and reliable power. We will back North Sea oil and gas, support onshore and offshore energy production, and end the mismanagement that has left Britain with far higher energy costs than major competitors while jobs and industry have been driven overseas and to halt Scotland’s de industrialisation.

Key Commitments

  • Reform UK will scrap SNP Net Zero targets, subsidies, and quangos.
  • End the ban on new nuclear facilities in Scotland, and prepare to restore North Sea gas as a primary part of our energy system.
  • We will also revise planning rules to fast track energy infrastructure, including hydro, geothermal, coal mining, and grid improvements, while protecting Scotland’s natural beauty and respecting local communities.
  • Reform UK will also use planning reform to support new factories and industrial expansion on existing sites, helping bring high paying manufacturing jobs back to Scotland.
  • We will create a Scottish Energy Workforce Plan linked to colleges and apprenticeships, so young Scots can train for skilled careers, and require Energy Price Impact Statements so the public can see clearly how policy decisions affect their bills.

Prioritise local people and restore law and order

Reform UK will prioritise local people in communities and restore law and order and will put local people first in housing.

Key Commitments

  • We will restore the local connection requirement for social housing in Scotland
  • End Glasgow’s status as a dispersal city, and ensure scarce affordable homes are prioritised for local families and communities rather than those with no connection to the area.
  • We will help rebuild vibrant communities by backing affordable housing on brownfield town centre sites, giving councils stronger powers over vacant and neglected properties
  • We will also support small local builders, expand Rent to Buy for young people and working families, and give local residents more say over how their communities are designed
  • Reform UK will restore confidence in the private rented sector by repealing SNP regulations for new tenancies, while leaving existing agreements unchanged. This will increase supply, improve affordability, and help turn towns and cities back into stable communities rather than places dominated by short term lets and transient accommodation.
  • Reform UK will back Scotland’s police with better pay, proper support, and a clear focus on real crime.
  • We will end political distractions, review police pay, repeal the Hate Crime and Public Order Act, and cut unnecessary workload so officers can concentrate on the offences that matter most to the public.
  • We will also strengthen justice and public safety by abolishing the Scottish Sentencing Council, introducing tougher sentences for repeat offenders, expanding prison capacity, ending early release, reducing court backlogs, and ensuring the independence of the grooming gangs inquiry in Scotland.
